A Brief Introduction to CAA
Affiliated to State Oceanic Administration, People¡¯s Republic of China,
Chinese Arctic and Antarctic Administration (CAA) is the national competent
authority which organizes, coordinates and supervises Chinese Arctic and
Antarctic expedition. The functions of CAA can be divided into the following
aspects:
(1) Draw up the development strategies, principles and policies of Chinese
Arctic and Antarctic expedition. Frame the expedition plan, and formulate
the corresponding laws, regulations and rules concerning the polar activities.
(2) Organize the examination and verification of major projects on infrastructure
and large-scale material equipment for Chinese polar expedition, and be
responsible for the implementation supervision and acceptance check of
the projects.
(3) Establish the major polar scientific research projects, formulate
the implementation plan and supervise the practice. Manage the data, samples,
files and scientific results of polar expedition.
(4) Organize and participate the international affairs and organizations
in the area of polar research. Cooperate with the overseas national polar
programs, as well as the polar research agencies in Hong Kong, Macao and
Taiwan.
(5) Budget, audit, report and inspect the expenditure for Chinese polar
expedition.
(6) Organize and coordinate the manning for the Chinese polar expedition.
Guide, supervise and inspect the expedition activities.
(7) Administer the Chinese polar expedition winter training base and the
representative in Chinese Embassy in Chile, and undertake the routine
work of Chinese Arctic and Antarctic Consultative Committee.
(8) Undertake the other tasks assigned by State Oceanic Administration.

Structural Establishment of CAA
Chinese Arctic and Antarctic Administration (CAA) was set up in 1981,
previously it is called The Office of the National Antarctic Expedition
Committee. CAA is comprised of four divisions which are listed as follows:
the General Affairs Division, the Operation & Logistics Division,
the Science Programs Division, and the International Cooperation Division.
Besides these four divisions, CAA has a representative in Chinese Embassy
in Chile, and owns a winter training base in Yabuli, Heilongjiang Province
in Northeast China.
This division is responsible for the inner clerical work which includes the issues related to the Party, the Youth Group of the Party, Women¡¯s activity, Labor Union, and Personnel Affairs, Laboring, Salary, Secretary, Archives, Secrecy, Security, Inner Ability Construction Work, etc.
This division is responsible for the draw-up work of the planning of polar research development and construction, the budget, the final accounting of revenue and expenditures, the distributing, managing and monitoring of outlay, the Finance and Stat. Work, managing and coordinating Chinese Arctic and Antarctic Expedition, managing the state-owned asset and the winter training base, the draw-up work of the planning of technical equipment aboard of polar research vessel, in the stations, in the training bases home and overseas, the project selection and approval of basic construction and the monitoring work of building, importing and managing installations, equipments and spare parts, the setting of standard and the auditing of logistics materials supply such as oil using aboard of polar research vessel and in the stations, the insurance work for personnel including aboard of polar research vessel and in the stations.
This division is responsible for the draw-up work of the planning of national polar research, the scientific program selection and approval work and the monitoring and managing work, the appraisal, intercommunion and management work of the outcome of scientific program, contact and coordinate the polar research work between ministries, academies, institutes and universities, and do the supervise work, the daily affairs of the consultation organization and institutes of polar research.
This division is responsible for constituting and implementing Chinese polar research and expedition regulations, the relevant legal affairs, the organization work of participating the international activities and organizations in polar research field, the liaison, cooperation and communication work with corresponding foreign agencies and organizations and that of Hong Kong, Macao, Taiwan, managing the representation office overseas, collecting, conforming and exchanging the relevant information from domestic and international in polar research field, the propaganda work in news about polar research, assisting relevant departments for the abroad procedure of polar expedition and personnel, the management work of support from public to polar research.
The Winter Training Base CAA owns and uses for Chinese Antarctic Expedition locates at Yabuli, Shangzhi City, Heilongjiang Province in Northeast China. In March of 1986, the 3rd Chinese Antarctic Expedition became the first guest who carried out training programs in the Base and from then on every Antarctic expedition came there for training in winter season.
The Base situates inside the Yabuli Ski Resort. The Resort is the biggest and best one in China which ever held the snow courses of Asian Winter Olympic Games. The Resort builds on the northern side of Daguokui, Zhangguangcai, Wandashan Mountains. It's 260 km away from Harbin City, the capital of Heilongjiang Province and has a good transportation. Its altitude is 1374 m and always has relatively hard winter during which the average temperature is about -25¡æand the lowest temperature is about -33¡æ. It has a fruitful precipitation. The snow falling often starts from the middle of October every year. The snow can remain on the top of the mountain until early May of next year which indicates that it has a half-year snow saving. Its natural surroundings suit the training programs of Antarctic Expedition very well.
